Jakarta, 12 December 2024 – The International Pharmaceutical Manufacturers Group (IPMG), representing leading global research-based biopharmaceutical companies in Indonesia, today held its first-ever Stakeholder Discussion Forum. The event was attended by more than 200 stakeholders representing patient groups, medical associations, public institutions, academics, pharmaceutical and medical device companies, and other key stakeholders, to discuss the critical role of innovative medicines and vaccines in realizing the National Health Insurance (JKN) program and transforming Indonesia's health landscape.
Indonesia's Minister of Health Budi Gunadi Sadikin was also in attendance and delivered a powerful opening address. "Our goal is very clear. We want to provide quality and affordable healthcare access and services. That is the top priority of the Ministry of Health. I am aware that access to innovative medicines and vaccines in Indonesia is still low and needs to be improved. So I am aligned with BPOM in jointly accelerating the registration process and the availability of new medicines and vaccines in Indonesia."
A Transformative Vision for Health and Economic Development
Innovative medicines and vaccines are more than just healthcare tools; they also serve as catalysts for socio-economic progress. By preventing and treating disease, innovative medicines and vaccines reduce the health burden, improve workforce productivity, and drive investment in research and development in the health sector.
Head of the Indonesian Food and Drug Authority (BPOM) Taruna Ikrar affirmed BPOM's commitment to this goal. "When it comes to health products such as innovative medicines and vaccines, we indeed have a lot of homework to do, one of which is speeding up the registration process in Indonesia. Until now, it has taken more than 300 working days to approve a single innovative medicine or vaccine product. We at BPOM are now committed to shortening this to just 90 days. We have already achieved this for two anti-cancer products, and we will continue to do so for other products."
"In addition, we are also committed to supporting innovation and collaboration by working together with 53 leading universities in Indonesia. We understand that developing new medicine and vaccine products requires a very long process, from research and development to certification and distribution. That is why we hope these universities can contribute new research ideas that can be developed at the industry level, which has robust research facilities to support the health innovation ecosystem."
In addition, BPOM is also working to improve its recognition status from the World Health Organization (WHO) as a regulator with a maturity level 4 rating by 2025 by strengthening BPOM's role in protecting public health.

IPMG Vice Chair Evie Yulin reaffirmed the industry's commitment to continued collaboration.

Mobilizing Stakeholders Through the IPMG Manifesto
IPMG Chairman Dr. Ait-Allah Mejri launched the five comprehensive pillars of the IPMG manifesto, namely:
Establishment of a "National Strategy for Innovative Medicines and Vaccines" Working Team
Review of More Cost-Effective Medicine and Vaccine Procurement Criteria
Acceleration of Health Technology Assessment (HTA)
Strengthening the Regulatory Framework (BPOM)
Prioritizing Sustainable Health Financing (More Money for Health, More Health for Money)
"The IPMG manifesto represents a shared vision to strengthen government efforts toward a national pharmaceutical strategy, primarily by prioritizing innovation and ensuring access for all patients in Indonesia. To that end, at this forum we invite stakeholders to collaborate in developing the call to action of this manifesto."
The manifesto is expected to boost Indonesia's competitiveness in the Asia-Pacific region, strengthen health infrastructure, and create a transparent, efficient, and sustainable health system.
Responding to the manifesto, Budi Gunadi Sadikin said:
The Ministry of Health will establish a National Task Force to accelerate the entry of innovative medicines and vaccines into Indonesia, in line with the first pillar of the IPMG manifesto;
The Ministry of Health invites industry to help ensure the affordability of innovative medicines and vaccines in Indonesia through a more transparent system;
The Ministry of Health supports BPOM's efforts to accelerate the future registration of innovative medicines and vaccines;
The Ministry of Health is open to collaborating with IPMG to accelerate the HTA roadmap in Indonesia;
The Ministry of Health is committed to enhancing key capabilities and capacity in the health sector to ensure even better healthcare services.
Indonesia's Minister of Health Budi Gunadi Sadikin closed his remarks by saying, "These proposed five pillars of the manifesto are a good starting point for us to work together with various parties to ensure the accelerated availability of innovative medicines and vaccines, so that we can improve the quality of people's lives and keep them healthy, because health is wealth."
